Homepage BannerNews Google+ By News Highland – July 31, 2018 A vehicle believed to have been involved in a burglary in the Newtowncunningham area last week has since been recovered across the border in Derry.The silver Mercedes jeep was stolen from a house in the Lismacarol Road area of Drumahoe after the keys were taken from the property in a creeper style burglary last Tuesday night, July 24th.Police believe the vehicle was subsequently involved in a burglary in the Newtowncunningham area during the early hours of July 25th, the jeep was then recovered by police in the Lower Galliagh Road area of Derry shortly before 6am on Wednesday.Detectives are appealing for anyone who witnessed the burglary or anyone who saw the silver coloured jeep in the Drumahoe area or Lower Galliagh Road area of Derry to contact detectives at Strand Road on 101. 11 November 2013 South African President Jacob Zuma has expressed his condolences to President Benigno Aquino, the government and the people of the Philippines in the wake of Super Typhoon Haiyan. The typhoon struck the Philippines on Friday, killing at least 10 000 people and leaving hundreds of thousands displaced. “During this time of pain and suffering, particularly in the case of those who have lost loved ones, please be assured that the government and people of South Africa share in your sorrow,” Zuma said in a statement on Sunday. “We trust that the resilience of the people of the Philippines, that has seen them through very difficult times in the past, will help them overcome this great loss and devastation.” According to reports, Typhoon Haiyan is one of the most powerful storms on record to make landfall and is now bearing down on Vietnam, where tens of thousands of people are currently being evacuated. The Department of International Relations and Cooperation said on the weekend that its consular services were keeping in contact with South Africa’s embassy in the Philippines for regular updates. Share Facebook Twitter Google + LinkedIn Pinterest Taxes, on average, are going down for owners of farmland across Ohio and are expected to decline at an even faster rate beginning in 2020, a study by researchers with The Ohio State University shows.The average value of agricultural land across the state has dropped by a third since a recent change in how the state calculates taxes for farmland owners, according to a study by Robert Dinterman and Ani Katchova, two agricultural economists with the College of Food, Agricultural, and Environmental Sciences (CFAES).Starting in 2020, farmland values in the state likely will drop by another one-third, said Dinterman, a postdoctoral researcher with CFAES. With values going down, owners of agricultural land in the state should see similar declines in their taxes.“Farmers, I would think, would be pretty pleased to see their taxes going down,” Dinterman said.2017 was the first year some owners of agricultural land in Ohio saw a break in taxes. Taxes on agricultural land are based on the state’s assessment of the value of the land, which is done every three years at different times across the state. Ohio farmland is valued not based on what it would sell for on the open market, but on the income it is expected to generate from growing crops on that land.The Ohio legislature in 2017 approved changing the law on how agricultural land would be valued for tax purposes.In 2016, before the change was in place, the average value of agricultural land in the state was $1,310 per acre, according to the results of the study by Dinterman and Katchova. This year, the value decreased to $875 per acre.Agricultural land values and the corresponding taxes paid on that land will continue to decline at an even faster rate, Dinterman said. Steeper decreases in taxes will be seen, on average, because the changes to the way the farmland is assessed have been phased in between 2017 and 2019. Small changes were made each year to avoid a sudden and dramatic drop in tax revenue, Dinterman said.But in 2020, the phase-in will end. That’s why during that year, Ohio farmland owners should see another one-third drop in the assessed value of their land, compared to the previous year, and similar declines in their taxes, Dinterman said.The average tax paid across the state was about $36 per acre of farmland in 2016. That dropped to around $31 in 2017, Dinterman said. By 2020, the average likely will be around $25 per acre, which would match the rate paid in 2011, he said.The decrease in revenues funneling into the state from agricultural land could mean an increase in taxes on homes and farm buildings in some counties, particularly rural counties, Dinterman said.“Counties with a lot of farmland may have to make adjustments in their tax rates to make up the difference,” he said.The value of farmland in Ohio is determined based on a number of factors including the yields and crop income that land generates. The declines are due in part to drops in the price of corn and soybeans, the two major crops grown in Ohio.“I think farmers would almost certainly trade having a higher tax bill for higher revenues right now,” said Katchova, associate professor and chair of the farm income enhancement program in the Department of Agricultural, Environmental, and Development Economics in CFAES.When taxes go up on farmland, owners of that land pass on part of that burden by raising the rent for tenants using that farmland, Katchova said. For every dollar of property taxes a landowner pays, 30 to 40 cents of that are passed to the tenant in the form of higher rent, she said, citing the results of a different recent study that she and Dinterman did.Even though taxes on agricultural land are going down, that likely won’t trigger a decline in rates on renting that land, Katchova said.“Rent doesn’t usually go down nearly as much as it goes up,” she said.
So What’s the Big Deal with Film Grain?If you aren’t familiar with using film grain overlays on digital footage, you may be wondering, “What’s the point?” Well, I think of it like music — how some people prefer listening to music on a vinyl record player. The hums, hisses, and pops of a vinyl record fill in the empty space and create a full sound that feels . . . warm. Digital silence is much different than analog silence — in digital silence, there’s no information being processed, so there is no sound output. With an analog source like a record player, the needle will continue to play the information that it finds in the grooves of the record. It’s comforting in an odd way. Film grain works the same way — it cuts the “silence” of digital video with a bit of motion and grit that brings warmth to an image.Now whenever I first posted this video to YouTube, the first comments were all pretty much the same — “Why not just shoot on film?” Yeah, okay, that is definitely the preferred way to get film grain. But, the thing is, it isn’t practical. Most people do not have access to a cinematic film camera, let alone can they afford rolls and rolls of 16 or 35mm film, which is very expensive. I remember an episode of Project Greenlight wherein the director wanted to use real film cameras for his feature, but he wasn’t able to since it was going to increase their expenses by about 40 percent. For the average filmmaker who doesn’t have the clout to demand film cameras on set, it just isn’t feasible to shoot with them on a basic budget.So, your second best option is using film grain overlays.Using Small Amounts of Film Grain in Your ProjectIf you want to avoid obvious film grain, whether for aesthetic or practical reasons, you can blend it lightly into your project with the opacity settings. Overlay it with the blend modes in the opacity tab, and then bring down the opacity to 15 or 20 percent. This will just lay a thin veil of grain onto your project, and it might be the slight touch you need to get the look you want. (There is also a very fine 35mm film grain in Shutterstock’s download package that you can use — it has very tiny grains that still act as a cohesive element, but without being as obvious as a coarse grain.)Film Grain and Motion GraphicsFilm grain also adds a cinematic feel to motion graphics. Most motion graphics come out looking very sharp, which could stick out when being integrated into a stylized project. When you overlay film grain onto a motion graphic, it acts like a cohesive agent and “glues” all of the layers together so they don’t look so separate from each other. It also smoothes out the harsh edges of digital shapes, and it even reduces banding on gradient backgrounds. Give it a shot — throw a fine grain overlay onto your next motion graphic and blend it into your layers. Suresh Kalmadi was on Tuesday removed as the president of the Indian Olympic Association in the wake of his arrest in the Commonwealth Games scam case.The decision to remove him was taken at a meeting of the IOA members where a no-confidence motion was moved, which saw vice-president Vijay Kumar Malhotra being elected as the interim president.After his arrest on Monday, the former Organising Committee chief was immediately suspended from the Congress. Minister of State of Sports Ajay Maken on Monday had indicated that Suresh Kalmadi’s days as Indian Olympic Association head may soon be over in the wake of his arrest in the Commonwealth Games scam case. “While we have asked the IOA to take action against Kalmadi, we are also seeking legal opinions and the views of Attorney General G.E. Vahanwati. So, even if the IOA doesn’t taken action, we will remove Kalmadi if the AG gives the go-ahead,” Maken had told Headlines Today.
